The way that Blogger allows users to sign up for Adsense when creating a new blog suggested to me that it would be usable immediately, but this may be a poor assumption.
Do I not have enough content or is there a problem with Adsense/Blogger?
However when I went to enable adsense it's it greyed out and it states "Your blog doesn't qualify for Adsense." I don't understand, at first I thought it must be the blogs age because I just created it today, then I thought well I'm in the US it should be approved.
There you go. If it says your blog doesn't qualify, then you're doing something wrong. Maybe it's your content or your niche that's not accepted in the Adsense program. You just created a new blog. It's always a good practice to keep blogging until you get some natural visitors and then put your Adsense code.

If the Sign up for AdSense button is grayed out and you see a message that says “Your blog doesn't currently qualify for AdSense,” it means your blog is not yet .

Suggestions:
- not enough content - the blog should have 20 or 30 posts before ads can show up.
- check to see you have and excess of 10000 word on your blog / website.
- blogs age should be 3 months before adding Adsense.
- Traffic to the website should exceed 5000 pv
